Was driving. Encountered a car from Nunavut

SR20: (Yes I know I took a picture while driving, I was stopped at a red light). My question is: Given there are NO (not even a seasonal ice road) to or from Nunavut...how did you get here? For those of you whom don't know what "Nunavut" is, it is a territory that covers 2,000,000 sq kms of some of !!!error: Indecipherable SUB-paragraph formatting!!!

Military maybe? I used to live in a Navy town, and I often saw Guam plates.

..Yeah I am guessing there isn't any bridges to Guam. I am in Ottawa, Canada's capital so military plates aren't out of the question, although this is not a military vehicle. Meaning, it could be owned by someone in the military, but the military doesn't own it.
